Project Description

Energy Crisis: Services will be provided under this component when a bona fide energy crisis exists, when extraordinary events or situations resulting from extreme and unanticipated weather conditions and fuel supply shortages have depleted or will deplete household financial resources and create and energy burden so as to constitute a threat to the health or well-being of the household, particularly the elderly, disabled, or very young children.

Copay: Clients are enrolled for a minimum of six months and a maximum of 12 months. Twelve month determination is based on needs (student status, very high billing histories, first job employment, etc.), which energy source the client is most likely to require assistance with, the goal the client wishes to obtain, and a timeframe.

Elderly/Disabled: If the client is elderly (60+) or a disabled, head-of-household or any other household member or caregiver and is not suited for COPAY, the client will be considerd for the ELDERLY component. Billing histories are reviewed; the four highest months will be determined. Program component will be implemented when need occurs.

Heating/Cooling Component: Clients must have participated in one of the other CEAP components. Assesments of the appliances will be conducted if energy costs fall at or above 10% (and/or through requests from clients, referrals, etc. if they meet the 10%) by a licensed professional to determine whether repair or replacement would be more energy efficient and cost effective, thereby resulting in energy reduction.
